The water fluoridation debate: where things stand

For decades, adding fluoride to community water was routine public health policy in the US. In 2025, Utah and Florida became the first states to stop it statewide. Here is what that means.

What changed

Utah’s law took effect in May 2025 and Florida’s in July 2025, prohibiting the addition of fluoride to public water systems. A number of other states and local communities have considered similar proposals since, and the federal government has said it is reviewing fluoride policy.

What dental organizations say

The American Dental Association continues to support community water fluoridation at recommended levels as safe and effective in preventing tooth decay. Critics point to research on high fluoride exposure and argue people should choose for themselves. Expect the debate to continue.

Protecting your family’s teeth

  • Find out whether your water is fluoridated (your water utility publishes an annual water quality report).
  • Use fluoride toothpaste as recommended for your age.
  • Ask your dentist about fluoride varnish and sealants for children; see kids’ dental care.
  • Keep up regular dental check-ups.
